If a bill is passed in one chamber of Congress but rejected in the other, the next step is for the bill to be sent back to the chamber that rejected it for further consideration. The members of that chamber can choose to accept the version of the bill that was passed by the other chamber, or they can make changes to it and send it back to the other chamber for approval. This process is known as a "conference committee" or "conference report." If both chambers are unable to reach an agreement on the bill, it may be possible to pass a different version of the bill or to combine elements of the two versions. If the bill is not passed in either chamber, it will not become law.
